The Forest Law with 7 chapters and 49 articles was issued in 1984 and revised in April 1998. Article 6 stipulates that a forest ecological benefit compensation fund be established to support afforestation, and the tending, conservation, management of forest resources. Article 20 provides that forest administrative sectors in national and provincial levels should set up nature reserves to protect typical forests distributed in various geographical zones, habitats of rare and endangered animals and plants, and other forests with special conservation values.
