National Reports

 

The objective of national reporting is to assess measures taken for the implementation of the CBD by Parties and the effectiveness of these measures. An effective system of national reporting can assist the Conference of the Parties (COP) to consider the lessons learned by Parties in the implementation of the Convention, identify gaps in capacity for policy research and analysis at the national, regional and global levels, and to provide guidance for future implementation of the CBD. The national reporting is, therefore, a very important task in the implementation of the CBD.

China has finished the first national report to the Convention on Biological Diversity and submitted it to the Convention in December 1997. This report was prepared under the guidance of China’s Coordination Group for the Implementation of the CBD. This Coordination Group is led by the State Environmental Protection Administration and composed of 20 departments of the State Council of China. During the compiling process, 2 workshops were held. The second workshop was a national one, participated by representatives of NGOs as well as representatives of the 20 departments involved. The discussions at the two workshops supplied important input to the revision and improvement of the national report. The first national report has been published.

According to the requirements of COP 5 held in Nairobi, Kenya, China has finished its second national report to the CBD. The second national report mainly reflects measures taken, progress achieved, existing problems, and future priority areas in the implementation of the stipulations, decisions and working programmes of the Convention. The compilation of the second national report was led by the Coordination Group for the Implementation of the CBD, organized by State Environmental Protection Administration of China, and undertaken by Nanjing Institute of Environmental Sciences under SEPA.
